Mr. Zhang Dongbin is a CPC member. He serves as a member of the Standing Committee of Party Committee, Director of the Publicity Department, and the Spokesman of the CAD. He is also a director of Publicity Research Branch under Chinese Association of Higher Education.

He gained his master's degree in Public Administration from the School of Public Administration and Policy, Renmin University of China in June 2005, and started to work for the CAD one month later. From then on, he has worked as Deputy Chief of Teaching Evaluation Section of the Academic Affairs Department, Chief of the General Affairs Section of the Party Committee Office/President’s Office, Vice Director and then Director of the Organization Department when he served as Director of United Font Work Department at the same time, and now Director of the Publicity Department. In May 2023, he was elected as a member of the Standing Committee of Party Committee at the CAD.
